He was born at Fano on 4 November 1925.
He graduated in Law. University lecturer.
In 1976 Parliament elected him to sit as a judge of the Constitutional Court, of which he became president in 1981, and to which he was re-elected in 1984.
In the Ciampi Government he was Minister without Portfolio for Electoral and Institutional Reform, and on 19 April 1994 became the Acting Minister for Foreign Affairs, relacing Beniamino Andreatta who had been appointed as leader of the PPI group in the Senate.
