Born in Naples on 16 September 1933.

Graduated with honours in Law (Università di Roma, La Sapienza) with a thesis on Development Economics and Underdeveloped Regions (1955)

Political career

Appointed by the Minister for Special Initiatives in Southern Italy as head of the Industrial Projects Department. He was subsequently appointed Secretary General of the Committee of Ministers for Southern Italy (1958-68)

Elected to the Italian Parliament as a Deputy for the Christian Democrat Party (1968)

Under-Secretary of State in the Budget Ministry (1976-78)

Minister of Labour and Social Security (1978)

Minister for EC Policy Coordination (1980)

Minister for the Cultural and Environmental Heritage (1981)

Minister for Civil Protection (1984)

Elected Mayor of Naples (1984)

Chairman of the Christian Democrat Parliamentary Group in the Chamber of Deputies (1989)

Minister of the Interior (1990-92)

In collaboration with Judge Giovanni Falcone and US attorney Rudolph Giuliani, founded the DIA (Direzione Investigativa Antimafia), a specialised anti-mafia corps.

Academic career

For over 26 years from 1969, professor in development economics at the LUISS (Libera Università Internazionale degli Studi Sociali – Guido Carli) in Rome

Visiting Professor to the University of Malta (1994-99)

Founded, and is currently Chairman of, the Italian branch of the University of Malta.


Within the scope of the political directives issued by the Minister, will assist the Minister in matters concerning:

a) relations with the parliament and the other ministries on the matters listed below and others in compliance with the Minister’s instructions;

b) bilateral relations with the countries of North, Central and South America, with the scope of intensifying relations and Italian involvement in the efforts of the various regional and sub-regional intergovernmental organisations;

c) themes treated in the context of the United Nations agencies;

d) issues regarding human rights and fundamental freedoms, with the scope of facilitating Italian efforts within the context of the main international organisations and conventions covering these matters, and in coordination with the other ministries concerned;

e) relations with the Italian regions, also in the sectors of inter-university collaboration and research, within the cope of strengthening the potential for inter-regional collaboration with bordering and coastal neighbours;

f) coordination of the ministry’s position on issues associated with the internationalisation of businesses;

g) inter-Directorate activities regarding the exportation of weapons-related materials;

h) budget changes and supplementary expenditures.
