CALL FOR PROPOSALS

OF JOINT RESEARCH PROJECTS WITHIN THE EXECUTIVE PROTOCOL OF SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN ITALY AND ROMANIA FOR THE YEARS 2012-2013

Within the framework of the Agreement on Cultural and Scientific Cooperation between the Government of the Italian Republic and Government of the Republic of Romania, signed in Bucharest on October 21st, 2003 and entered into force on March 10th, 2006, the Directorate General for Country Promotion (Economy, Culture and Science) – Unit for Scientific and Technological Cooperation of the Italian Ministry of Foreign Affairs and the Ministry of Education, Research Youth and Sports – National Authority for Scientific Research - of the Republic of Romania (hereafter referred as to “the Parties”) launch the call for proposal for the Executive Protocol of Scientific and Technological Cooperation for the years 2012 - 2013.

EXCHANGE OF RESEARCHERS: PROCEDURES FOR THE SUBMISSION OF PROPOSALS.

1. Purposes

Submission of joint research projects by researchers of both Countries is requested, with the aim of encouraging scientific and technological cooperation between Italy and Romania. Each researcher may submit one project only. Financing will be granted exclusively for the exchange of researchers, within the limits of the available annual resources of each Party.

2. Priority Research Areas

Projects may be submitted in the following priority research areas:

  • - Basic Sciences
  • - Biotechnologies
  • - Energy and Environment
  • - Information and Communication Technologies
  • - Materials and Nanotechnologies
  • - Technologies Applied to Cultural Heritage

NB: Projects submitted in other research areas will not be considered.

3. Presentation of Projects

The same project must be submitted by the Italian and Romanian co-ordinators to the Ministries responsible for the implementation of the Executive Protocol of Scientific and Technological Cooperation in the two Countries. Projects submitted to only one of the two Parties will not be considered.

The projects, covering up to two years (2012-2013), must be drafted in English.

Procedures applicable to Italian researchers.

The Italian coordinator must prepare and submit her/his proposal exclusively through the dedicated web-interface reachable here: http://web.esteri.it/pgr/sviluppo

The deadline is 15th October 2011, 24:00 .

Procedures applicable to Romanian researchers.

The Romanian co-ordinator must submit his/her research project proposal by filling out the application form that is posted on the website of the National Authority for Scientific Research, www.ancs.ro and sending it no later than, 15th October 2011, in two copies, by post or directly (recommended) with the words "Programul bilateral Romania - Italia" clearly written on the envelope to:

4. Project Evaluation and Selection at National and Bilateral Level

The projects will be initially evaluated at national level. Subsequently, a joint assessment will be carried out by representatives of the two Parties (in the meeting of the Joint Committee) in order to select the projects admitted for funding.

The projects will be assessed according to the following evaluation criteria:

- Scientific relevance of the research projects

- Methodology and documentation

- Qualification of the applicants

- Added value of the bilateral cooperation

- Social and developmental added value for Italy and Romania

- Exploitation and dissemination of results.


5. Publication of Results

For the Italian Party, the list of the selected projects and funding procedures will be posted exclusively on the website of the Italian Ministry of Foreign Affairs at the address:

6. Granting Projects

Only the cost of the exchange of researchers will be financed. For each project 1 short-term stay (up to 10 days) or 1 long-term stay (30 days) in Italy and 1 short-term stay (up to 10 days) or 1 long-term stay (30 days) in Romania may be financed yearly within the limits of the available annual resources of each Party.

The Romanian Party will pay the international travel expenses to researchers holding Romanian nationality (or an EU nationality and resident in Italy). The Romanian host institution will support, according to the legal provisions, the accommodation costs as well as internal travel costs incurred by the project, for long term stay or for short term stay in Romania to researchers holding Italian nationality (or an EU nationality and resident in Italy). The amounts of the meals expenses (60 Lei/day) shall be paid to the Italian researchers entirely at their arrival in Romania by the host institution.

The Italian Party will pay the international travel expenses to researchers holding Italian nationality (or an EU nationality and resident in Italy) and will give a contribution (1300,00 Euro for long-term stay; 93.00 Euro per day for short-term stay) towards accommodation expenses in Italy to researchers holding Romanian nationality (or an EU nationality and resident in Romania).

7. Reports on the Project

At the end of each year the Italian and the Romanian co-ordinators shall report, to their respective Party, on the progress of their project. Funding for the next year will not be granted if the co-ordinators fail to submit their progress reports and the final one.
