Office I – Development cooperation policies within the EU
Relations with the European Union in matters pertaining to development cooperation policies and strategies, in liaison with the relevant Directorate-General. Development Board. Relations with the European Investment Bank in the cooperation development sector. Participation in the management committees concerning the European Financing Instrument for Development Cooperation (DCI)organisations and European Development Fund (EDF). EU-delegated programmes for development cooperation and blending operations. Payment of contributions to the EDF.
Office II – Multilateral development cooperation
Relations with international organisations and international financial institutions in the development cooperation sector. Planning and proposing voluntary contributions to international organisations. Administration and accounting of obligatory contributions to international organizations falling within the competence of the Directorate-General for Development Cooperation. Relations with the Global Fund to Fight AIDS, Tuberculosis and Malaria. Relations with the Global Partnership for Education.
Office III – Development aid to Eastern Europe and the Balkans, Mediterranean Basin, Middle East, and Central Asia
Orientation in planning development cooperation initiatives towards peoples and nations in Eastern Europe and the Balkans, Mediterranean Basin, Middle East, and Central Asia. Negotiating bilateral agreements and ODA loan proposals in the relevant geographical area.
Office IV – Development aid to Sub-Saharan Africa
Orientation in planning development cooperation initiatives towards peoples and nations in Sub-Saharan Africa. Negotiating bilateral agreements and ODA loan proposals in the relevant geographical area.
Office V – Development aid to Asia, Oceania, and the Americas
Orientation in planning development cooperation initiatives towards peoples and nations in Asia, Oceania, and the Americas. Negotiating bilateral agreements and ODA loan proposals in the relevant geographical area.
Office VI – Humanitarian and emergency aid
Proposing bilateral and multilateral emergency aid programmes. Participation in international forums discussing humanitarian issues at a global level. Relations with international and Non-Governmental Organisations operating in the humanitarian and emergency aid field. Participation in the Council working party on Humanitarian Aid and Food Aid (COHAFA) and relations with the European Commission's Humanitarian aid and Civil Protection department (ECHO).
Office VII – Development cooperation and civil society, non-governmental organisations and voluntary work
Assisting the Italian Agency for Development Cooperation in its relations with NGOs and other civil society organisations. Potential follow-up of NGO initiatives that have not been transferred to the Agency.
Office VIII – Planning and monitoring of the cooperation budget; gender issues and matters regarding the rights of children and disabled people
Planning, guiding, and coordinating the national development cooperation policy. Development cooperation and policy orientation three-year plan. Consistency in development policies. Draft financial plan for allocations contained in the annex to the estimate of revenue of the Ministry of Foreign Affairs and International Cooperation, as provided for under Art. 14 of Law N. 25 of 2014. The summary report provided for under Art. 12 of Law N. 25 of 2014 and annexed to the State's Annual report on development cooperation. Relations with the OECD-DAC, including gathering and elaborating data on Italian ODA.
Office IX – Assessment and visibility of development initiatives
Statements concerning development cooperation. Ongoing and ex-post assessment of cooperation initiatives. Verification of results through a system of measurable qualitative and quantitative indicators. The Agency's auditing and supervision activities, including investigations preceding the approval of the financial statement and report.
Office X – Legal and accounting matters, financial management of ODA loans
Legal advice in matters falling under the authority of the Directorate-General, in liaison with the other competent administrative bodies. Financial management of ODA loans.
Office XI – Auxiliary personnel management and optimization
Fulfilling procedures connected to the transfer to the Agency of auxiliary personnel formerly conferred to the Directorate-General. Payment of fees owed under contracts expiring on 31 December, 2015. Examining and checking reports from missions abroad regarding the operational expenses of Local Technical Units for fiscal years prior to 2016.
Office XII – Management and optimization of human resources
Personnel considered under article 16 of Law 49/1987 who have chosen to remain in the service of the Ministry of Foreign Affairs and International Cooperation in accordance with article 32 of Law 125/2014. Payment of fees owed to external and senior management personnel falling under the competence of DGCS. Short missions of Directorate-General staff. Examining and checking reports from missions abroad regarding the staff expenses of Local Technical Units for fiscal years prior to 2016. Matters concerning the institutional competence of the Directorate-General for the transferral of human resources from the Ministry to the Agency.
The Central Technical Unit is to be considered abolished in light of the abrogation of article 12 of Law 49/1987 under which it had been instituted
