The Crisis Unit for Companies collects notifications of oil imports under Article 3 quaterdiecis (3m in the English version) of Council Regulation No. 833/2014 (Consolidated Texts – EUR-Lex (europa.eu)), which shall be received using the appropriate form in Excel format at export.crisiucraina@esteri.it
Article 3m provides for a ban on the direct or indirect purchase, import or transfer of crude oil or petroleum products, listed in Annex XXV, originating in Russia or exported from Russia, as well as on the direct or indirect provision of technical assistance, brokering services, funding or financial assistance or other services related to the ban referred to in paragraph 1.
Paragraph 3 of this article provides for transitional measures allowing the import of crude oil and petroleum products of Russian origin:
- until December 5, 2022, for one-off short-term delivery operations concluded and carried out before that date or for the performance of contracts for the purchase, import or transfer of goods falling within CN code 2709 00 concluded before June 4, 2022, provided that such contracts have been notified by the Member State concerned to the Commission no later than June 24, 2022, and the one-off short-term delivery operations are notified by the Member State concerned to the Commission no later than 10 days after completion;
- until February 5, 2023, for one-off short-term delivery operations concluded and carried out before that date or for the performance of contracts for the purchase, import or transfer of goods falling within CN code 2710 concluded before June 4, 2022, provided that such contracts have been notified by the Member State concerned to the Commission no later than June 24, 2022 and the one-off short-term delivery operations are notified by the Member State concerned to the Commission no later than 10 days after completion.
The above stated purchase contracts shall be notified no later than June 24, 2022 using the appropriate form.
One-off purchase transactions for short-term delivery shall be notified no later than 10 days after their completion. For the purpose of calculating the date of completion of the transaction, the day of final delivery of the goods shall be considered.
