A Declaration of Value <strong>does not constitute a recognition of the degree<\/strong>, but it is an <strong>informative document<\/strong> that can be used by the Italian educational institutions and administrations responsible for the recognition of degrees, for the purpose of the continuation of studies, professional recognition, and so forth.<\/p>\n<p>The Declaration of Value provides information about: the nature and level of the foreign institution that issued the degree; the course duration and entry requirements; any grade obtained, with reference to the local evaluation system; value of the degree in the issuing country, for the purpose of the continuation of studies or professional recognition in addition to any other information considered useful for the foreign degree evaluation process in Italy.<\/p>\n<p><strong>T<\/strong><strong>he Office III of the Directorate General for Services to Citizens Abroad and Immigration Policies<\/strong> <strong>(DGIT), <\/strong>through the Italian diplomatic and consular network abroad, <strong>provides assistance exclusively to foreign nationals who are beneficiaries of international protection in Italy (asylum, subsidiary protection, special cases),\u00a0<\/strong>for because of their status they cannot approach their country of origin\u2019s authorities or travel there to obtain a Declaration of Value. Assistance is free of charge. The Office III of the DGIT sends the original documentation submitted by the concerned person to the relevant Italian consular office. Where the prerequisites and general conditions are met, the Italian consular office issues the Declaration of Value and sends it, together with the original documentation submitted, to Office III of the DGIT. For confidentiality reasons related to the applicant\u2019s status and because of the diplomatic courier\u2019s shipping time, <strong>the procedure may take up to several months.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>PLEASE NOTE:<br \/>\nDegrees obtained in\u00a0<u>Afghanistan, Sudan, and Yemen<\/u>\u00a0cannot be processed at the moment, <\/strong>as the Declaration of Value service provided by the Italian Embassies in those countries is suspended due to the local situation.We suggest to contact <strong>CIMEA <\/strong>\u2013 Italian Information Centre on Academic Mobility and Equivalence in order to request a <a href=\"https:\/\/www.cimea.it\/EN\/pagina-attestati-di-comparabilita-e-verifica-dei-titoli\">Statement of Comparability<\/a> for free through the <a href=\"https:\/\/www.cimea.it\/EN\/pagina-cimea-for-refugees\">specific procedure for refugees<\/a>.<strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The application process for a Declaration of Value for beneficiaries of international protection involves the following steps:<\/p>\n<p><strong>1. Preliminary step. <\/strong><\/p>\n<p style=\"padding-left: 40px;\"><strong>Firstly, applicants should email <a href=\"mailto:dgit-03.ddv@esteri.it\">dgit-03.ddv@esteri.it<\/a>\u00a0to identify themselves and send scanned documentation.<br \/>\n<\/strong>The concerned person must specify:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>full name;<\/li>\n<li>place and date of birth;<\/li>\n<li>postal address in Italy;<\/li>\n<li>telephone number;<\/li>\n<li>purpose of the Declaration of Value requested (admission to a course or furthering of studies in Italy; professional recognition by the Ministry which supervises a regulated profession \u2013 in this case, the applicant should indicate <u>the profession and the Ministry concerned<\/u>; other).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">Moreover, the following scanned documents (front\/back and in color) must be attached:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><strong>title(s) or qualification(s) for which the Declaration of Value is requested<\/strong> (diploma, professional qualification, and any relevant additional documentation: exam transcript, translation in Italian, etc.);<\/li>\n<li><strong>a valid residence permit<\/strong>, attesting the international protection status in Italy;<\/li>\n<li><strong>valid ID or \u2018documento di viaggio\u2019 issued by the Questura<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">If the applicant intends to use a delegate (e.g. a legal representative of a refugee assistance center) to handle and follow the procedure on their behalf, it is mandatory to attach a proxy to the appointed representative containing the delegate\u2019s particulars and contacts, together with their ID.<\/p>\n<p><strong>2. Transmission of the original documents to the Office III of the DGIT.<br \/>\n<\/strong><\/p>\n<p style=\"padding-left: 40px;\">Once the documentation sent via e-mail has been reviewed and the applicant&#8217;s entitlement to assistance has been established, Office III <strong>gives instructions on what original documents need to be sent <\/strong>for the Declaration of Value application.<br \/>\nNormally, these documents are::<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><strong>original degree(s) or professional certificate(s);<\/strong><\/li>\n<li><strong>any relevant additional documentation <\/strong>(original exam transcript, translation in Italian, etc.);<\/li>\n<li><strong>double-sided copy of residence permit and ID\/\u2018documento di viaggio\u2019;<\/strong><\/li>\n<li><strong><strong>completed application form <u>(<a href=\"https:\/\/www.esteri.it\/wp-content\/uploads\/2026\/02\/Istanza-2026.pdf\">downloadable here<\/a><\/u><u>)<\/u>; please read <u><a href=\"https:\/\/www.esteri.it\/wp-content\/uploads\/2026\/02\/Informativa-sulla-protezione-dei-dati-personali-2026.pdf\">the data protection notice here<\/a>.<\/u><\/strong><\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">The applicant can choose between two delivery options:<\/p>\n<p style=\"padding-left: 80px;\">a) <strong>Registered mail with return receipt<\/strong> (\u2018posta raccomandata con ricevuta di ritorno\u2019) or <strong>express delivery<\/strong> (\u2018corriere espresso\u2019) to the following address:<\/p>\n<p style=\"padding-left: 120px;\"><em>Ministero degli Affari Esteri e della Cooperazione Internazionale<br \/>\nDirectorate General for Services to Citizens Abroad and Immigration Policies (DGIT) &#8211; Office III<br \/>\nPiazzale della Farnesina, 1<br \/>\n00135 Roma<\/em><\/p>\n<p style=\"padding-left: 80px;\">b) <strong>Hand delivery, to the same address<\/strong>. An appointment must be made with the Office III of the DGIT.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3. Return the documents to the applicant (or their representative)<\/strong><\/p>\n<p style=\"padding-left: 40px;\">When the relevant Embassy or Consulate has sent the documents back to Office III of the DGIT, the office will return it to the applicant, who may choose between registered mail and hand delivery.
