{"id":30900,"date":"2008-02-07T08:57:28","date_gmt":"2008-02-07T07:57:28","guid":{"rendered":"https:\/\/www.esteri.it\/ministero\/lavora-con-noi\/concorsi-pubblici\/categorieprotette\/"},"modified":"2026-05-05T17:38:42","modified_gmt":"2026-05-05T15:38:42","slug":"categorieprotette","status":"publish","type":"page","link":"https:\/\/www.esteri.it\/en\/servizi-opportunita\/opportunita\/al-maeci\/categorieprotette\/","title":{"rendered":"Mandatory placement and mandatory recruitment of \u201cprotected categories\u201d"},"content":{"rendered":"<p>Law No. 68 of March 12, 1999 regulates the right to work of people with disabilities, and its aim is to \u201cpromote the inclusion and integration of people with disabilities into the labour market through support services and targeted placement.\u201d<\/p>\n<p><strong>\u201cPeople belonging to protected categories\u201d<\/strong><\/p>\n<p>The people covered by Law 68\/1999 are the following: legally disabled civilians; those disabled as a result of work-related accidents, the blind, the deaf and dumb; disabled war veterans, legally disabled as a result of war, and those disabled in the line of duty. Pending the introduction of comprehensive legislation, protection is also afforded to orphans and surviving spouses of those who died in war, in service or at work, and to repatriated Italian refugees (Article 18), as well as to the people identified by Law No. 407 of November 23, 1998 (victims of terrorism and organised crime and equivalent groups).<\/p>\n<p>The fact of falling within each category is subject to specific requirements:<\/p>\n<ul>\n<li>legally disabled people: people of working age with physical, mental or sensory impairments, or with an intellectual disability, whose working capacity is reduced by more than 45%;<\/li>\n<li>work-related disabled persons: with a degree of disability exceeding 33%, as certified by INAIL;<\/li>\n<li>blind people: persons suffering from total blindness or with residual vision not exceeding one-tenth in both eyes, with or without correction;<\/li>\n<li>deaf-mute people: persons suffering from deafness from birth or prior to learning spoken language;<\/li>\n<li>disabled war veterans, legally disabled as a result of war, disabled in the line of duty: persons with disabilities classified in categories one to eight as set out in the tables annexed to Presidential Decree No. 915 of December 23, 1978.<\/li>\n<\/ul>\n<p>The disability status, which entitles individuals to access the system for the employment of people with disabilities, is ascertained by the medical committees already operating under the framework law on the rights of people with disabilities (Law No. 104 of February 5, 1992), in accordance with the criteria set out in the Prime Minister\u2019s Decree of January 13, 2000.<\/p>\n<p>Pursuant to Article 35 of Legislative Decree No. 165 of March 30, 2001, the mandatory recruitment by Public Administrations of persons belonging to the protected category of \u201cdisabled people\u201d takes place by numerical order of those registered on the employment and placement lists managed by the relevant offices of the Metropolitan City of Rome Capital \u2013 Department III \u2013 Service I \u2013 Labour Policies and Employment Services (SILD \u2013 Service for the Integration of Disabled People into the Labour Market), subject to checking the compatibility of disability with the tasks and duties to be performed.<\/p>\n<p>For the surviving spouse and children of personnel from the Armed Forces, Law Enforcement Agencies, the National Fire Brigade and the Municipal Police who died in the line of duty, as well as victims of terrorism and organised crime, victims of duty and equivalent categories, recruitment takes place by direct, named selection.<\/p>\n<p><strong>Reserve Quotas for Mandatory Hiring<\/strong><\/p>\n<p>The Ministry of Foreign Affairs and International Cooperation, as a public employer with more than 50 employees, needs to employ workers belonging to the following protected categories:<\/p>\n<ul>\n<li>7% \u2013 disabled workers<\/li>\n<\/ul>\n<p>\u2022 1% \u2013 widows and orphans of those who died as a result of work, war, or service; widows and orphans of individuals recognized as severely disabled as a result of war, service, or work; repatriated Italian refugees, victims of duty, victims of terrorism and organized crime, and equivalent categories.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"Law No. 68 of March 12, 1999 regulates the right to work of people with disabilities, and its aim is to \u201cpromote the inclusion and integration of people with disabilities into the labour market through support services and targeted placement.\u201d \u201cPeople belonging to protected categories\u201d The people covered by Law 68\/1999 are the following: legally [&hellip;]","protected":false},"author":1,"featured_media":0,"parent":31130,"menu_order":5,"comment_status":"closed","ping_status":"closed","template":"","meta":{"footnotes":""},"class_list":["post-30900","page","type-page","status-publish","hentry"],"_links":{"self":[{"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/pages\/30900","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/pages"}],"about":[{"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/types\/page"}],"author":[{"embeddable":true,"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/comments?post=30900"}],"version-history":[{"count":1,"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/pages\/30900\/revisions"}],"predecessor-version":[{"id":186403,"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/pages\/30900\/revisions\/186403"}],"up":[{"embeddable":true,"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/pages\/31130"}],"wp:attachment":[{"href":"https:\/\/www.esteri.it\/en\/wp-json\/wp\/v2\/media?parent=30900"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
