Mali risks being precipitated into a crisis \u201cworse than Somalia and Afghanistan\u201d and \u201cItaly cannot not<\/I> take part in the EU training operation\u201d in view of its commitment to combating terrorism. These points were underscored by Foreign Minister Giulio Terzi in his briefing to the Foreign Affairs and Defence joint committees at the Chamber of Deputies today, 22 January. The Minister was referring to developments in the crisis in this north African country, swept by fighting by rebel groups.<\/P>

Conditions could become worse than in Somalia and Afghanistan<\/STRONG><\/P> As Terzi explained, \u201cMali is experiencing a crisis of serious proportions. It needs support from the international community, or it could sink, irreversibly, into \u2018failed state\u2019 status. [\u2026] The country could be precipitated into worse conditions than Somalia or Afghanistan\u201d. The timescale will undoubtedly be long. And \u201cunless the African and Malian forces shoulder their responsibilities in full, it will be hard to emerge from the crisis\u201d, warned the Minister. <\/P> Italy is engaged \u201cnot just in combating terrorism, but in fostering stability and development in the Sahel region. We cannot not<\/I> take part \u2013 even if only to a limited extent \u2013 in this EU operation\u201d, underscored Terzi. He reiterated the government\u2019s decision to send from 15 to 24 instructors, out of 450 envisaged by the training mission, as set out in the \u201cMissions Decree\u201d that will be considered by the Chamber today.<\/P> Parliament\u2019s thinking \u201cin tune with government position\u201d<\/STRONG><\/P> Terzi also underlined that the Parliament\u2019s thinking is \u201cin tune with the government\u2019s position, [\u2026] with broad agreement on the need for and urgency of this French-African and international community operation\u201d. In any case, the Government intends to move \u201cprudently and weigh up all the implications, but all the time with a sense of responsibility vis-\u00e0-vis our national interests, and Europe\u2019s\u201d<\/P> Defence Minister Giampaolo Di Paola observed that \u201ca logistics contribution by the Italian armed forces would be both useful and possible\u201d. This would take the form of \u201ctwo C-130 transport planes and a 767 aircraft for in-flight refuelling\u201d, in addition to the instructors envisaged by the European mission. The commitment could last for \u201ctwo-to-three months\u201d and, as Di Paola pointed out, must be decided by Parliament. <\/P> Missions Decree approved by a wide margin<\/STRONG><\/P> After the hearing, and in the presence of Under-Secretaries de Mistura and Dass\u00f9, the Chamber passed the \u201cMissions Decree\u201d this afternoon. The decree was carried with a wide margin by the various political groupings: 384 votes for, 24 against and 13 abstentions.\u00a0 During the hearing, the Chamber also approved the agenda item tabled by the Hons. Frattini, Tempestini and Adornato on logistics support for the operations in Mali.
