Today at the Farnesina, the Deputy Minister of Foreign Affairs and International Cooperation, Edmondo Cirielli, met with a bipartisan delegation from the United States Congress, led by Ronny Jackson, Chairman of the House Armed Services Subcommittee on Intelligence and Special Operations. The first part of the meeting, which took place in a very cordial atmosphere, was devoted to a discussion on the excellent state of bilateral cooperation between Italy and the United States; this provided an opportunity for the Deputy Minister to note that Italy had today signed the \u2018Pax Silica\u2019 Declaration in Brindisi, an initiative promoted by the US to revitalise cooperation in the advanced semiconductor supply chains. The discussion also provided an opportunity to exchange views on the main scenarios for crises and conflicts at international level.<\/p>\n
Following the interest expressed by the congressional delegation, the parties were able to discuss in depth the progress and prospects of the Mattei Plan for Africa, noting a strong consensus on the approach underpinning the Plan, which is based on fair, non-predatory and mutually beneficial partnerships that also recognise the private sector\u2019s decisive contribution to the growth of partner countries. Since its launch by Prime Minister Meloni in 2024, the Plan now involves 18 African countries and comprises no fewer than 76 ongoing initiatives, with an increasingly significant international reach.<\/p>\n
Deputy Minister Cirielli emphasised that Italy, bucking the trend seen in other Western countries, has decided to step up its commitment to Africa, including through a more comprehensive approach to development cooperation \u2013 which is one of the main lines of action set out in the Mattei Plan. For example, as the Deputy Minister pointed out, in 2026 Italy allocated over 50 per cent of its geographically allocated resources to projects with African partners, and of the 38 priority countries for Italian development cooperation, 23 are in Africa.<\/p>\n
Particular attention was paid to the Horn of Africa, emphasising the need to reduce regional tensions, counter the destabilising effects of the Sudanese crisis and promote dialogue amongst the countries in a region of strategic importance for the security of the Red Sea and maritime routes.
