Stop the massacres\u201d, tweets Minister Giulio Terzi, while UN and Arab League special envoy Kofi Annan meets in Turkey with the Syrian opposition who promise \u201cfull political cooperation\u201d and say that \u201cif the repression ceases\u201d, and \u201cthe Syrian free army will suspend combat\u201d.<\/P> 12 March 2012<\/P> The repression in Syria shows no sign of letting up. The Syrian National Council (SNC) has reported new incidents of violence against women and children in the city of Homs, and called for an emergency meeting of the UN Security Council. In New York, UN Secretary General Ban Ki-moon spoke of the regime\u2019s \u201cdisproportionate\u201d use of force in some cities, urging observance \u201cwithin a few days\u201d of the UN and Arab League proposals calling essentially for an immediate halt to the violence, access for humanitarian operators and political dialogue. <\/P> The proposals were presented in Damascus by UN and Arab League Special Envoy Kofi Annan to President Bashar Al Assad, but resulted in no agreement. US Secretary of State Hillary Clinton spoke of \u201ccynicism\u201d on the part of Assad, who received Kofi Annan while government forces \u201ccontinued the massacres\u201d in various of the country\u2019s cities.<\/P> French foreign minister Alain Jupp\u00e8 launched an appeal to \u201cChina and Russia to listen to the Arab voices\u201d on the Syrian question, and stated that the Damascus regime \u201cwill have to answer for its acts before the law\u201d. Russian minister Sergej <\/STRONG>Lavrov expressed concern over the situation, but also warned about the possibility of \u201cthe spread of conflict\u201d beyond Syria that could result from \u201chasty demands for a change of regime\u201d.<\/P> Italy\u2019s priority, as Minister Giulio Terzi has repeatedly asserted, is to ensure aid to the \u201csuffering\u201d population, bring relief to devastated cities such as Homs and stop the use of \u201cthis tactic of the systematic destruction of each individual rebellion against the power of Assad\u201d. Italian diplomacy is working, not least within the framework of the UN, toward the adoption of a \u201chumanitarian truce and access to humanitarian convoys\u201d.<\/P> Meanwhile UNESCO approved a resolution, with Italy\u2019s yes vote, condemning the violence in Syria. After citing \u201cthe broad and systematic violations of human rights and fundamental freedoms by the Syrian authorities\u201d, the Executive Council urged the Syrian government to immediately halt the violence and come to the defence of its population.
