Participants will include the representatives of 40 European, Horn of Africa and Mediterranean Africa countries, the European External Action Service, the European Commission, the African Union Commission and seven regional organisations.<\/P><br \/>\n<P>Recognising the urgent need to set up an instrument by which to dialogue with Eastern African nations on migration issues \u2014 particularly with the countries of the Horn of Africa from which a significant number of the migrants and asylum seekers arriving on our coasts originate \u2014 Italy and the European Commission took on the task of initiating dialogue with Ethiopia, Eritrea, Sudan, South Sudan, Somalia, Djibouti and Kenya, the African Union, as well as the main transit countries of Libya, Egypt and Tunisia.<\/P><br \/>\n<P>In synergy with the IMO and the UNHCR, the Khartoum Process will initially concentrate on the especially urgent theme of migrant smuggling and trafficking.
