Ministers of the Countries belonging to the \u201cUniting for Consensus\u201d (UfC) Group held a virtual meeting today to assess the state of the UN Security Council reform process.<\/p>\n
While profoundly impacted by the\u00a0tragic\u00a0Covid-19\u00a0pandemic that allowed only two meetings to take place, the last Intergovernmental Negotiations (IGN) on the reform of the Security Council\u00a0confirmed the commitment of the membership to the reform process. At the same time, it showed the\u00a0persistence of diverging views on key aspects of\u00a0reform, such as the veto and the categories of membership.\u00a0<\/p>\n
Strongly committed\u00a0to\u00a0reaching a consensual solution to this longstanding issue, UfC Ministers reaffirmed that the IGN remains the sole legitimate setting for discussion on Security Council reform, in full transparency and with the participation of all UN Member States.<\/p>\n
In this sense, UfC Ministers\u00a0reiterated the need and the urgency for the UN\u00a0membership to agree on a reform model capable of making the future, expanded Security Council more democratic, accountable, representative, transparent and effective: a reformed\u00a0Security Council whose increased legitimacy to the membership and to the public\u00a0would nurture\u00a0trust in the United Nations and strengthen multilateralism.\u00a0<\/p>\n
UfC Ministers therefore called\u00a0upon all Member States to continue to engage constructively in seeking a fair and equitable compromise solution that meets the collective interest of all 193 Members of the UN, garnering the widest possible political support from the membership.<\/p>\n
Consistent with their approach, the\u00a0UfC Ministers agreed to continue working to\u00a0support the aspirations of African countries for\u00a0a more equitable representation of\u00a0their Continent\u00a0in a reformed Security Council, as well as the aspirations of other developing Regions, of\u00a0small States and SIDS.\u00a0\u00a0<\/p>\n
UfC Ministers confirmed their opposition to enlarging the Security Council to new permanent members: an effective and democratic Security Council cannot be reformed\u00a0by\u00a0the addition of new members with exclusive\u00a0national\u00a0rights\u00a0and unequal privileges.<\/p>\n
Encouraged by the growing understanding of their approach, the\u00a0UfC Ministers reaffirmed their full commitment to engage in good faith in constructive discussions with all the Member States\u00a0in order to achieve an effective UN reform to the benefit to the whole UN membership.<\/p>\n

I Ministri dei Paesi appartenenti al Gruppo \u201cUniting for Consensus\u201d (UfC) hanno tenuto oggi un incontro virtuale per valutare lo stato del processo di riforma del Consiglio di Sicurezza dell’ONU.<\/p>\n
Pur avendo subito il profondo impatto dalla tragica pandemia di Covid-19, che ha consentito lo svolgimento di solo due incontri, gli ultimi Negoziati Intergovernativi (IGN) sulla riforma del Consiglio di Sicurezza hanno confermato l’impegno dei membri a favore del processo di riforma. Allo stesso tempo, hanno mostrato il persistere di opinioni divergenti su aspetti chiave della riforma, come il veto e le categorie di membri.<\/p>\n
Fortemente impegnati a raggiungere una soluzione consensuale a questa questione di vecchia data, i Ministri del UfC hanno riaffermato che l’IGN rimane l’unica sede legittima per la discussione sulla riforma del Consiglio di sicurezza, in piena trasparenza e con la partecipazione di tutti gli Stati membri delle Nazioni Unite.<\/p>\n
In questo senso, i Ministri del UfC hanno reiterato la necessit\u00e0 e l’urgenza che gli Stati membri delle Nazioni Unite concordino su un modello di riforma in grado di rendere il futuro Consiglio di Sicurezza allargato pi\u00f9 democratico, responsabile, rappresentativo, trasparente ed efficace: un Consiglio di Sicurezza riformato la cui maggiore legittimazione presso gli Stati membri e il pubblico alimenterebbe la fiducia nelle Nazioni Unite e rafforzerebbe il multilateralismo.<\/p>\n
I Ministri del UfC hanno pertanto fatto appello a tutti gli Stati membri affinch\u00e9 continuino a impegnarsi in modo costruttivo nella ricerca di una soluzione di compromesso giusta ed equa che soddisfi l’interesse collettivo di tutti i 193 membri dell’ONU, ottenendo il pi\u00f9 ampio sostegno politico possibile dai membri.<\/p>\n
Coerentemente con il loro approccio, i Ministri del UfC hanno deciso di continuare a lavorare per sostenere le aspirazioni dei Paesi africani a una pi\u00f9 equa rappresentanza del loro Continente in un Consiglio di Sicurezza riformato, cos\u00ec come le aspirazioni di altre Regioni in via di sviluppo, dei piccoli Stati e dei SIDS.<\/p>\n
I Ministri del UfC hanno confermato la loro contrariet\u00e0 all\u2019allargamento del Consiglio di Sicurezza a nuovi membri permanenti: un Consiglio di Sicurezza efficace e democratico non pu\u00f2 essere riformato con l’aggiunta di nuovi membri con diritti nazionali esclusivi e privilegi diseguali.<\/p>\n
Incoraggiati dalla crescente comprensione del loro approccio, i Ministri del UfC hanno ribadito il loro pieno impegno a impegnarsi in buona fede in discussioni costruttive con tutti gli Stati membri al fine di realizzare un’efficace riforma delle Nazioni Unite a vantaggio di tutti i membri dell’ONU.<\/p>\n
