However, in order to effectively invest in the Countries from which so many people depart for Europe, the required funds are more than the ones programmed. Almost 25 years ago, the 12-State European Community invested in development, especially in African Countries, a percentage of its GDP that was twice as high as it is now. Moreover, if we sum up all the development aid contributions that all the single EU States spend individually and often in competition, we come to a sum that is almost fifty times higher than the EU\u2019s expenditure. Therefore, we need to make a quantum leap that must necessarily rely on a propositional reflection on different and innovative resources and financing instruments to allocate to the EU budget.
