The \u201cUniting for Consensus\u201d Group (UfC: Argentina, Canada, Colombia, Costa Rica, Italy, Malta, Mexico, Pakistan, Republic of Korea, San Marino, Spain, T\u00fcrkiye) met on the 22nd September, 2022, at Ministerial level, on the margins of the High-Level week of the United Nations 77th General Assembly in New York.<\/p>\n

In light of the deterioration of the current international security scenario, the UfC underlined the even more imperative need and urgency for a United Nations Security Council reform, that makes it a more democratic, accountable, representative, transparent and effective organ.<\/p>\n

The UfC reiterated their conviction that a comprehensive Security Council reform, that strengthens and enhances both regional representation and equitable geographical distribution, can only be achieved through an increase of the number of non-permanent, elected, members, and the improvement of the Security Council\u2019s methods of work.<\/p>\n

Recalling that with the UfC proposal Africa would become the largest group in a reformed Council, Asia-Pacific would have the highest percentage increase, Latin America and Eastern Europe would also double their representation and SIDS and Small States would be assigned a rotating two year non-permanent seat, that would ensure their continued presence in the Council, the UfC reiterated their steadfast commitment to a Security Council reform that meets the aspirations of the entire UN membership to contribute to the maintenance of international peace and security.<\/p>\n

The UfC reaffirmed its full commitment to a continued constructive engagement with the President of the General Assembly, the Chair\/s of the Intergovernmental Negotiations (IGN) on The Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters Related to the Security Council, all Member States and negotiating Groups. As its name implies, the Intergovernmental Negotiations (IGN) is a Member State driven process and remains the sole legitimate setting for discussion on Security Council reform. Only with the widest possible political support from all the UN membership will it be possible to reach a fair and equitable solution.<\/p>\n

Alla luce del deterioramento dell’attuale scenario di sicurezza internazionale, l’UfC ha sottolineato l’ancora pi\u00f9 stringente necessit\u00e0 e l’urgenza di una riforma del Consiglio di Sicurezza delle Nazioni Unite, affinch\u00e9 diventi un organo pi\u00f9 democratico, responsabile, rappresentativo, trasparente ed efficace.<\/div>\n

L’UfC ha ribadito la convinzione che una riforma\u00a0completa\u00a0del Consiglio di Sicurezza, tale da rafforzare e migliorare sia la rappresentanza regionale sia l’equa distribuzione geografica, possa essere raggiunta solo attraverso un aumento del numero di membri non permanenti eletti e il miglioramento dei metodi di lavoro del Consiglio di Sicurezza.<\/div>\n
\nRicordando che con la proposta avanzata dall’UfC l’Africa diventerebbe il gruppo pi\u00f9 numeroso in un Consiglio riformato, l’Asia-Pacifico registrerebbe il pi\u00f9 alto incremento in termini percentuali, l’America Latina e l’Europa dell’Est raddoppierebbero anch’esse la loro rappresentanza e i piccoli stati insulari in via di sviluppo (SIDS)\u00a0e i piccoli Stati\u00a0\u00a0avrebbero\u00a0un seggio non permanente a rotazione per due anni, garantendosi cos\u00ec una presenza continuativa in seno al Consiglio, l’UfC ha ribadito il suo fermo impegno a favore di una riforma del Consiglio di Sicurezza che soddisfi le aspirazioni di tutti i membri delle Nazioni Unite al fine di contribuire al mantenimento della pace e della sicurezza internazionale.<\/div>\n

L’UfC ha riconfermato il suo pieno impegno per una collaborazione continua e costruttiva con il Presidente dell’Assemblea Generale, il\/i Presidente\/i dei Negoziati intergovernativi (IGN) sulla Questione dell’Equa Rappresentanza e dell’Aumento dei Membri del Consiglio di Sicurezza e altre Questioni relative al Consiglio di Sicurezza, a\u00a0 tutti gli Stati membri e ai gruppi negoziali. Come il nome stesso implica, i Negoziati intergovernativi (IGN) sono un processo guidato dagli Stati membri e rimangono l’unica sede legittima per la discussione sulla riforma del Consiglio di Sicurezza. Solo con il pi\u00f9 ampio sostegno politico possibile da parte di tutti i membri delle Nazioni Unite si potr\u00e0 addivenire ad una soluzione giusta ed equa.<\/div>\n
