{"id":97604,"date":"2023-03-02T21:07:26","date_gmt":"2023-03-02T20:07:26","guid":{"rendered":"https:\/\/www.esteri.it\/?p=97604"},"modified":"2023-03-03T10:29:40","modified_gmt":"2023-03-03T09:29:40","slug":"joint-statement-by-the-co-chairs-of-the-global-coalition-to-defeat-isis-africa-focus-group","status":"publish","type":"post","link":"https:\/\/www.esteri.it\/it\/sala_stampa\/archivionotizie\/comunicati\/2023\/03\/joint-statement-by-the-co-chairs-of-the-global-coalition-to-defeat-isis-africa-focus-group\/","title":{"rendered":"Joint Statement by the Co-Chairs of the Global Coalition to Defeat ISIS Africa Focus Group"},"content":{"rendered":"<p>Upon invitation of the Republic of Niger, the Global Coalition to Defeat Daesh\/ISIS Africa Focus Group, co-chaired by Italy, Morocco, Niger, and the United States, met on March 1 and 2 in Niamey, Niger.<\/p>\n<p>The Africa Focus Group is African member-led and represents a collaborative, civilian-focused counterterrorism effort intended to enhance the counterterrorism capabilities of African members of the Defeat-Daesh\/ISIS Coalition. \u00a0The Africa Focus Group is uniquely positioned to enhance the fight against Daesh\/ISIS by engaging with interested D-Daesh\/ISIS Coalition members, coordinating with other regional and multilateral entities on existing initiatives, and the Defeat Daesh\/ISIS Coalition working groups on countering Daesh\/ISIS terrorism financing, furthering stabilization efforts in liberated areas, deterring foreign terrorist fighter flows, and countering Daesh\/ISIS violent extremist messaging to vulnerable populations.<\/p>\n<p>In Niamey, 38 Coalition members and observers participated in a two-day Africa Focus Group meeting that highlighted various counter-Daesh\/counter-ISIS initiatives on the continent, facilitated regional-based discussion on the addressing the ISIS threat and identifying gaps in counterterrorism capabilities in the Coastal West African states, the Sahel region, East Africa, and Central and Southern Africa. \u00a0The Group also endorsed the Africa Focus Group Action Plan that committed the Defeat-Daesh\/ISIS Coalition to\u00a0strengthen border security, collect biometrics of known and suspected terrorists, protect and utilize battlefield evidence, counter Daesh\/ISIS propaganda and recruitment, and counter terrorist financing.<\/p>\n<p>Finally, the Africa Focus Group co-chairs and member states noted with concern the impact the proliferation of non-State actors is having on efforts to counter Daesh\/ISIS in Africa.\u00a0 This includes\u00a0separatist movements and\u00a0the deployment in Africa of private military companies that create destabilization within certain African states and that create conditions on the ground that ultimately favor Daesh\/ISIS and other terrorist and violent extremist organizations.<\/p>\n<p>At the conclusion of the Africa Focus Group meeting, the Co-Chairs underscored that the Global Coalition to Defeat Daesh\/ISIS remains committed to confronting and defeating Daesh\/ISIS in Africa and elsewhere in the world, wherever it operates.<\/p>\n<p>&nbsp;<\/p>\n<p>*****<\/p>\n<p><em>Traduzione di cortesia<\/em><\/p>\n<p><strong>Dichiarazione congiunta dei co-Presidenti dell\u2019<em>Africa<\/em> <em>Focus Group<\/em> della Coalizione Globale per sconfiggere l&#8217;ISIS<\/strong><\/p>\n<p>Su invito della Repubblica del Niger, l\u2019<em>Africa Focus Group<\/em> della Coalizione Globale anti-ISIS, co-presieduto da Italia, Marocco, Niger e Stati Uniti, si \u00e8 riunito l&#8217;1 e il 2 marzo a Niamey, in Niger.<\/p>\n<p>L\u2019<em>Africa<\/em> <em>Focus Group<\/em> \u00e8 a guida africana e rappresenta uno sforzo collaborativo e a guida civile di contrasto al terrorismo, volto a migliorare le capacit\u00e0 antiterroristiche dei membri africani della Coalizione <em>Defeat-Daesh\/ISIS<\/em>. L\u2019<em>Africa<\/em> <em>Focus Group<\/em> si trova in una posizione unica per rafforzare la lotta contro l\u2019ISIS coinvolgendo i membri interessati della Coalizione <em>Defeat-Daesh\/ISIS<\/em>, coordinandosi con altre entit\u00e0 regionali e multilaterali sulle iniziative esistenti e con i gruppi di lavoro della Coalizione <em>Defeat Daesh\/ISIS<\/em> per contrastare il finanziamento del terrorismo da parte dell\u2019ISIS, promuovere gli sforzi di stabilizzazione nelle aree liberate, opporsi ai flussi di combattenti terroristi stranieri e contrastare i messaggi estremisti violenti che l\u2019ISIS indirizza alle popolazioni vulnerabili.<\/p>\n<p>A Niamey, 38 membri e osservatori della Coalizione hanno partecipato ad una riunione di due giorni dell\u2019<em>Africa<\/em> <em>Focus Group<\/em> che ha messo in evidenza le varie iniziative di lotta contro l\u2019ISIS nel continente, ha facilitato la discussione su base regionale per affrontare la minaccia dell&#8217;ISIS e individuare le lacune nelle capacit\u00e0 antiterroristiche degli Stati dell&#8217;Africa occidentale costiera, della regione del Sahel, dell&#8217;Africa orientale e dell&#8217;Africa centrale e meridionale.\u00a0 Il Gruppo ha inoltre approvato il Piano d&#8217;azione dell\u2019<em>Africa Focus Group<\/em> che impegna la Coalizione <em>Defeat-Daesh\/ISIS<\/em> a rafforzare la sicurezza delle frontiere, a raccogliere i dati biometrici di terroristi noti e sospetti, a proteggere e utilizzare le prove raccolte sul campo di battaglia, a contrastare la propaganda e il reclutamento dell\u2019ISIS e a contrastare il finanziamento del terrorismo.<\/p>\n<p>Infine, i co-Presidenti dell\u2019<em>Africa<\/em> <em>Focus Group<\/em> e gli Stati membri hanno osservato e notato con preoccupazione l&#8217;impatto che la proliferazione di attori non statali sta avendo sugli sforzi per contrastare l\u2019ISIS in Africa.
