Direct budget support to beneficiary countries does not normally lead to major opportunities for European operators. Indeed, these contributions exclusively involve local bidding in an effort to bring benefits to local operators. Nevertheless, budget support actions represent the lion’s share of external aid and, in many cases, absorb the entire bilateral allotment earmarked for an individual country. Funding is distributed directly to beneficiary countries in instalments that depend on their having satisfied the “conditionalities” previously established in accordance with the European Commission. The Commission employs this form of intervention in cases where the local authorities can provide sufficient guarantees for the administration of public finances and the gradual implementation of structural reforms in certain sectors.
