Dei/Sole 24 Ore - Mexico approves legislation implementing energy reform

Mexico recently approved a package of legislation implementing energy reform consisting of 21 new laws and modifications of existing ones, which will introduce major changes in the country’s energy sector by opening it to private, national and foreign investments. The principal measures include the redefinition of the tasks and powers of the state oil company PEMEX and national electric provider (CFE), the establishment of a minimum threshold for national production, criteria for land use and occupation, the creation of oversight and market regulation bodies and the opening up of the energy distribution market. With the final approval of this package, and the expected market entry of new local and foreign operators, Mexico plans to boost oil and gas exploration and production activities, acquire new technologies (deep-water projects, recrecovery of mature fields, shale oil and shale gas) and ensure more competitive energy tariffs and prices for both civilian and industrial use.
