Italian voters who for work, study or because of medical treatments are temporarily abroad for a period of at least three months, which falls on the date of the popular confirmatory referendum (29 March 2020) of the constitutional law on the reduction of the number of members of parliament, as well as family members living with them, will be able to exercise their right to vote by correspondence (art. 4-bis, paragraph 1, Law 459 of 27 December 2001). They will receive the electoral package containing the ballot paper for voting at the address of temporary residence abroad.
To exercise their right to vote by mail, these voters must send a specific voting option to the MUNICIPALITY of registration indicated on the electoral rolls by 26 February 2020.
The voting option (which can be exercised using the form attached hereto or on free paper) can be sent by post, fax, e-mail, even non-certified, or sent by hand to the Municipality even by a person other than the person concerned.
The voting option shall be accompanied by a copy of a valid identity document of the voter and report the complete foreign postal address to which the electoral package shall be sent. Also, it is compulsory to indicate the consular office responsible for the territory and enclose a declaration certifying that the person is in compliance with the necessary requirements and is eligible to vote by mail (i.e., the person is going to stay abroad for at least three months for work, study or medical treatments and the voting date in a foreign Country falls within such period. During such period the person is not a registered resident or is a family member living with a citizen who is in the conditions mentioned above).
The option shall be submitted under articles 46 and 47 of the Presidential Decree of 28 December 2000, no. 445 (Consolidated act with laws and regulations on administrative documentation), declaring to be aware of the criminal consequences in case of false declarations (art. 76 of the Presidential Decree 445/2000 mentioned above).
It is possible to revoke the same option within the same deadline (26 February 2020). Finally, it should be noted that the option is valid only for the vote to which it refers (i.e., in this case, for the referendum consultations held on 29 March 2020).
