Pursuant to the new Article 103 of the Road Traffic Code, as from January 1, 2020, if you wish to permanently transfer a motor vehicle abroad, you must first deregister the vehicle from the Pubblico Registro Automobilistico (PRA) – Public Register of Motor Vehicles. After deregistration, the deregistered vehicle may travel to the border transit points only with the relevant foglio di via (provisional registration certificate) and temporary licence plate.
Therefore, with a view to applying for deregistration from the PRA of vehicles transferred as from January 1, 2020, Italian citizens can no longer address to the Consular Offices in the country to which they permanently transfer the vehicle.
Instead, the applications for deregistration of vehicles transferred by December 31, 2019 and re-registered in 2020 shall continue to be processed by the Consular Offices, in accordance with the regulations in force until 31 March 2021, provided that the vehicles were reregistered with foreign licence plates at the time of the deregistration application. To this end, the applicant shall attach a copy of the foreign registration certificate and any documentation that, directly or indirectly, proves that the vehicle was transferred abroad by December 31, 2019.
