Ukraine Recovery Conference, Rome, 10–11 July 2025 – concept note published to guide the proceedings

The concept note that will guide the proceedings of the Ukraine Recovery Conference 2025, to be hosted by Italy in Rome on 10–11 July in co-organisation with Kyiv, is now available on the official conference website.

The note outlines the main components of the Conference and recalls its primary objective: to raise awareness and mobilise international support and investment for the recovery, reconstruction, reform, and modernisation of Ukraine.

The note sets out the four thematic Dimensions of the Conference:

  • Business Dimension, aimed at promoting the involvement of private capital in Ukraine’s recovery and reconstruction through dedicated instruments;
  • Human Dimension, focused on ensuring the return and reintegration of Ukrainian citizens and rebuilding the country’s social fabric starting with civil infrastructure;
  • Local and Regional Dimension, which will explore how to effectively engage local and regional authorities in the recovery and reconstruction process;
  • Reform Dimension, dedicated to advancing Ukraine’s reform process in the context of its path towards EU accession.

The Conference will also feature a Recovery Forum, providing a platform for all stakeholders – particularly private companies – to engage with the Ukrainian government and international financial institutions on how best to participate in the reconstruction process in key sectors. Additionally, a Business Fair will offer exhibition spaces for Italian, Ukrainian, and international companies.
