Italy understands Switzerland’s need to follow up on the popular referendum on migration issues called two years ago but believes that this must be done in close contact with the European Commission so as to single out solutions taking into consideration the people’s will on the one hand and the need not to discriminate European citizens on the other.
Hence Italy is confident that the plan presented today will be submitted to the attention of EU Institutions as soon as possible, thus avoiding unilateral decisions contravening the principle of the free movement of persons, a fundamental element underlying the agreements between Switzerland and the European Union.
