Italy has allocated nearly €900,000 to enhance cyber resilience in the Ukraine’s Ternopil region. The projects will be implemented under the Tallinn Mechanism, an international initiative aimed to help Ukraine counter cyber threats. An additional €100,000 has been earmarked to support the Tallinn Mechanism Project Office (TMPO) based in Kyiv. In total, Italy’s contribution to strengthening Ukraine’s cybersecurity amounted to €1 million.
“When addressing the security of Europe and Ukraine, cybersecurity cannot be overlooked, as it is essential to safeguarding societal stability and resilience. For this reason, Italy is firmly committed to supporting Ukraine through the Tallinn Mechanism, strengthening its cybersecurity capabilities. This support not only addresses immediate challenges but also helps lay the foundations for Ukraine’s full recovery and long-term resilience beyond the current conflict”, Antonio Tajani, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Italian Republic said.
As part of the Ukrainian cooperation with Italy, two large-scale cybersecurity projects will be implemented in the Ternopil region. The first focuses on upgrading network and server equipment for the Ternopil Regional State Administration. The second project aims to develop a secure network using automated security tools. It includes staff training on new systems, particularly Endpoint Detection and Response (EDR) solutions.
“These projects are an important step in strengthening the cyber resilience of the Ternopil region. They will enable the modernization of government digital infrastructure, enhance the protection of public services, and ensure their uninterrupted operation amid growing cyber threats. Such international support at the regional level directly contributes to strengthening Ukraine’s overall national cybersecurity,” Pavlo Zhurba, Deputy Head of the Ternopil Regional Administration stated.
Part of Italy’s contribution will be directed by the TMPO to facilitate initiatives that strengthen Ukraine’s cybersecurity ecosystem at both national and international levels. In particular, the funding will support the Kyiv International Cyber Resilience Forum 2026, Ukraine’s leading cybersecurity conference.
Another portion of the contribution will be used to carry out the annual review of Ukraine’s national cybersecurity system. This research, conducted by the National Cybersecurity Coordination Center (NCSCC) in line with the Cybersecurity Strategy Implementation Plan, provides a full picture of the country’s cyber posture. It covers the latest threat landscape, identifies key risks, and offers recommendations for improvement.

In 2026, Italy considers further deepening cooperation with Ukraine in the digital domain, including initiatives aimed at strengthening the cybersecurity of central government institutions, in particular, the Ministry of Economy of Ukraine.
Italy joined the Tallinn Mechanism in 2024. During the Ukraine Recovery Conference, held in Rome in July 2025, Minister of Foreign Affairs of Ukraine Andrii Sybiha and Minister of Foreign Affairs and International Cooperation of Italy Antonio Tajani signed a declaration of intent to develop long-term initiatives to enhance Ukraine’s cyber capabilities and strengthen its digital infrastructure.
Launched in 2023, the Tallinn Mechanism is a key tool for international technical assistance in the field of cybersecurity. Current member countries include: Canada, Denmark, Estonia, France, Germany, Italy, the Netherlands, Norway, Poland, Sweden, the United Kingdom, the United States, and Finland. The EU, NATO, and the World Bank participate as official observers.
The Tallinn Mechanism Project Office (TMPO), based in Kyiv, coordinates the implementation of activities and supports collaboration between Ukrainian institutions and international partners. The establishment of TMPO was initiated by the Ministry of Digital Transformation of Ukraine. The office will work closely with Ukrainian TM partners, in particular, the State Service of Special Communications and Information Protection (SSSCIP), the Ministry of Foreign Affairs, the Security Service of Ukraine, and the National Cybersecurity Coordination Center (NCSCC).
