Adoption of Libya’s first national budget in over a decade. Joint statement by Italy and other partners

The governments of Italy, Egypt, France, Germany, Qatar, Saudi Arabia, Turkey, the United Arab Emirates, the United Kingdom and the United States of America have adopted a joint statement regarding the signing, on April 11, of a unified 2026 budget for Libya. It is the first Libyan national budget in over a decade and a crucial step towards strengthening economic coordination between the leaders of Western and Eastern Libya. The agreement has the potential to foster greater unity, stability and prosperity for Libya.

The full implementation of the unified budget will help promote Libya’s financial stability; enable the implementation of development projects and international investment across the country; and strengthen Libya’s key technical and administrative institutions, including the Central Bank of Libya, National Oil Corporation and Libyan Audit Bureau.

The signatory countries also reaffirm their support for the United Nations Support Mission in Libya (UNSMIL) and the Roadmap drawn up by the Special Representative of the UN Secretary-General, Hanna Tetteh, to advance a Libyan-led political process leading to unified governance and national elections.
