| Competence and Tasks | The Directorate General for Development Cooperation (DGCS) is the central body responsible for defining, coordinating, and directing international development cooperation policies. As part of cooperation governance, the DGCS formulates strategic and preparatory guidelines for the implementation of Italian sustainable development initiatives, both bilaterally and multilaterally, and oversees the development of the Three-Year Programming and Policy Document, which is the framework for the entire Italian cooperation system in accordance with current legislation. The Directorate General also promotes a culture of cooperation and international solidarity by supporting relations with UN and multilateral organizations, coordinates Italy’s participation in global development processes, and promotes partnerships and collaboration across the entire Italian development cooperation system, comprising public and private entities. Under the guidance of political authorities, in coordination with other Ministries and the competent administrations, the DGCS defines the policy guidelines for development cooperation, including regional and sectoral priorities, and monitors their implementation, ensuring transparency, effectiveness, and compliance with international principles. The DGCS is also responsible for overseeing the implementation of development cooperation policies by the Italian Agency for Development Cooperation (AICS), which, within the framework of these policy guidelines, carries out technical and operational activities related to the investigation, formulation, financing, management, and control phases of cooperation initiatives |
