The MFA contributed to the creation of a national manual for the recovery of State assets illegally confiscated on foreign soil in the possession of persons and bodies targeted by international sanctions, or else against whom domestic or international proceedings have been opened (the so-called Asset Recovery).
The topic has recently garnered interest, particularly in regard to the countries of the Arab Spring movements (Egypt, Tunisia, Libya and in the future Syria), prompting the G8 countries to request the publication of national manuals prior to the Arab Forum on Asset Recovery to be held in Doha from 11 to 13 September. The Forum is being jointly organised by the US G8 presidency and Qatar, with the collaboration of the World Bank/Stolen Asset Recovery Initiative (StAR).
The Italian Asset Recovery Manual contains useful information on procedures and on the main collaborating institutions and instruments in Italy. The MFA coordinates asset recovery at national level through periodic meetings whose participants include the Ministries of Justice, Interior and Economy, the Bank of Italy, the Guardia di Finanza and the Customs Agency.
