Finland: Helsinki to launch a 60 mln euro call for bids for rail transport

HSL, the Helsinki Regional Transport Authority, has decided to launch a call for bids worth 60 million euros in the railway sector. In particular, the call is expected to be launched sometime this month and will concern the transport of commuters in the metropolitan area. The rail transport network under the Authority’s jurisdiction covers approximately 7 million kilometres a year and concerns nearly 200,000 commuters a day. The new contract will have a 10-year duration and is expected to come into force in June 2021 while the contractor will only be paid for the actual train rides taken. The economic incentives will be based on qualitative criteria such as the reliability of transports, punctuality, customer satisfaction and the cleanliness of assets. The call will be subdivided into two different phases: in the first, HSL will evaluate the level of competence of the applicants. The prerequisites for application include sufficient economic soundness and previous experience in managing rail transport.
