Adoption by the Council of Ministers of the Three-year Programming and Policy Planning Document (PPPD) 2024-2026 for Development Cooperation 2024–2026

On 20 June, the Council of Ministers adopted the Three-year Programming and Policy Planning Document (PPPD) 2024-2026 for Development Cooperation for the period 2024–2026. As required by art. 12 of Law 125/2014, the PPPD obtained approval from the Interministerial Committee for Development Cooperation – CICS and acquired the opinions of the Parliamentary Committees, the National Council for Development Cooperation – CNCS and the State-Regions Conference (the so-called Unified Conference).

The document shows the topics and geographical areas on which Italy will focus its efforts in the three-year period. It was drafted with the contribution of all the players in the Italian development cooperation system: central Administrations and local authorities, universities, research centres, civil society organizations and companies.

The PPPD focuses particularly on Africa, within the framework of the absolute priority given by the Government to that continent, also with initiatives such as the Mattei Plan. For this reason, too, the priority countries in Africa rise from 11 to 23. At the same time, Italy reaffirms its commitment in equally strategic scenarios such as the Mediterranean, the Middle East and Ukraine.

The priority sectors of intervention are those in which there is the greatest Italian knowledge and know-how, i.e. the ability to have an impact and make a difference in partner countries. They include education and job-oriented training, agri-food and food security, access to essential services such as water and health and the green and digital transition.

The PPPD strategy promotes the efforts of the entire Italian System (public, private and non-profit sector), coordinated by the Foreign Ministry, for peace, sustainable development and the growth of our partners, in synergy with other European and international players.
