Note by the Foreign Ministry – Libya

The Italian government today sent to the Libyan authorities its proposal for reviewing and updating the bilateral Memorandum of 2017 on cooperation in the field of migration.

The text introduces some important innovations aimed at enhancing protection of the migrants, asylum seekers and, in particular, vulnerable people who are the victims of illegal trafficking through Libya, and at promoting the management of migration flows according to the principles of the Geneva Convention and international human rights law. The Italian Government believes that these objectives should also be achieved by strengthening the role of the United Nations in Libya, especially the UNHCR and IOM.
