Italian voters who for reasons of work, study or medical treatment are temporarily abroad, for at least three months, which falls on the date of the popular confirmatory referendum (20-21 September 2020) of the constitutional law on the reduction of the number of parliamentarians, as well as family members living with them, will be able to exercise the right to vote by correspondence (art. 4-bis, paragraph 1, Law 459 of 27 December 2001), receiving the electoral package containing the ballot paper for voting at the address of temporary residence abroad.
To exercise their right to vote by mail, these voters will have to send a special option to the MUNICIPALITY of registration in the electoral rolls by 19 August 2020.
The option (which can be exercised using the form attached here to or on free paper) can be sent by post, fax, e-mail, even non-certified, or sent by hand to the Municipality even by a person other than the person concerned.
The option, which must be accompanied by a copy of a valid identity document of the voter, must, in any case, contain the complete foreign postal address to which the electoral package must be sent, the indication of the consular office responsible for the territory and a declaration certifying the possession of the requirements for admission to vote by mail (i.e. that you are – for work reasons, study or medical treatment – for a period of at least three months during which the date of consultation in a foreign country in which you are not registered as a resident, or that you are a family member living with a citizen who is in the conditions mentioned above).
The option must be made under articles 46 and 47 of the Presidential Decree of 28 December 2000, no. 445 (Consolidated text of laws and regulations on administrative documentation), declaring to be aware of the criminal consequences in case of false declarations (art. 76 of the Presidential as mentioned above Decree 445/2000).
It is possible to revoke the same option within the same deadline (19 August 2020). Finally, please note that the option is valid only for the vote to which it refers (i.e., in this case, for the referendums of 20-21 September 2020).
