Washington: the electronic diplomacy debate

How are new technologies changing diplomacy and the dynamics of international relations? That is the question before the seminar “Twiplomacy 2.0: the Rise of E-diplomacy and the Future of Communications”, to be held this afternoon at the Italian embassy in Washington.
