The Protocol of Action for the Security and Safety of Cooperation Operators between MAECI, AICS and the Networks of Civil Society Organisations AOI, CINI and LINK2007 is aimed at NGO/CSO operators engaged in development cooperation and humanitarian aid activities, in particular, for cooperators and volunteers, who are called upon to carry out their activity in areas, territories and countries characterised by different levels of security risk.
This Protocol updates the previous document “Principles for Cooperation in the field of Security and Safety” of September 2015 and is the result of the joint work of all the signatory parties, as well as an expression of the ongoing dialogue between CSOs and the Foreign Ministry on the issue of security and safety.
The Protocol consists of a first section that emphasises the signatory parties’ common commitment to disseminating a security and safety culture within CSOs and a second “operational” part (vademecum) indicating good practices and rules to inspire activity abroad. The guidelines concern all aspects of the cooperators’ activities abroad, starting from the precautionary measures to be taken before departure, to the conduct to be adopted in risky contexts, to recalling the fundamental coordination and guidance role of the diplomatic-consular network when a crisis occurs.
