The Ukraine Recovery Conference (URC2025), co-organised by the Governments of Italy and Ukraine, opened yesterday at the “La Nuvola” Convention Centre in Rome.

The event welcomed around 5,000 participants, including approximately 100 government delegations and 40 international organisations—among them leading development banks—2,000 businesses, as well as representatives of local authorities and civil society. Over 500 accredited journalists are also in attendance. This marks the most significant international occasion dedicated to the recovery, reconstruction and modernisation of Ukraine. The proceedings are structured around four main pillars or “Dimensions”: the business dimension, the human dimension, the local and regional dimension, and the reform dimension aligned with Ukraine’s path towards EU accession. In parallel, there is also a significant focus on culture and the protection of heritage in conflict-affected areas.

Prime Minister Giorgia Meloni welcomed the Heads of State and Government yesterday. Following the group photo with all Heads of Delegation, she officially opened the Conference with an address during the plenary session.

Minister of Foreign Affairs Antonio Tajani inaugurated the dedicated Ukraine Donor Conference, a platform for dialogue on funding for the country’s recovery. He also met with representatives of leading Italian companies, together with the heads of the key agencies of the Italian Economic System. Throughout the Conference, Minister Tajani held a full schedule of bilateral meetings with his foreign counterparts present in Rome.

President of the Republic Sergio Mattarella delivered a welcoming address to participants yesterday evening. Following this, the Italian Minister of Culture, Alessandro Giuli, and his Ukrainian counterpart, Mykola Tochytskyi, inaugurated an exhibition at the Museum of Civilisations.

The event has been organised by a dedicated Task Force established at the Ministry of Foreign Affairs and International Cooperation, which—under the guidance of Minister Tajani—has coordinated efforts across all involved public administrations.

URC2025 saw the active involvement of nearly all members of the Italian Government, joined by regional and local authorities, the Bank of Italy, and the heads of key independent administrative authorities.
