The Ministry of Foreign Affairs and International Cooperation provides a website, free of charge, dedicated to information on contracts and calls for tender where, once registered, you may access information on over 7000 annual competitions, “early warnings” on projects around the world and personalised notifications via email from over 400 facilities around the world.

Foreigners who have the same rights as Italian citizens in civil matters include:

• The citizens (physical or legal persons) of European Union Member States and of the European Economic Area (Iceland, Liechtenstein and Norway);
• Non-EU or EEA citizens resident in Italy and in possession of a valid residency permit issued for the purposes of work, business, humanitarian need or study;
• stateless persons residing in Italy for at least 3 consecutive years;
• refugees residing in Italy for at least 3 consecutive years.

If you are a citizen of a non-EU or EEA country, the conditions of reciprocity between Italy and that country must be confirmed; in other words, whether that country allows Italians to own property there. The condition of reciprocity exists if your home country has signed a bilateral agreement on matters concerning the promotion and protection of investments.

There is a waiting list for substitute teacher positions in Italian State-run schools, which you can apply to be put on if you are not a full-time contract teacher in Italy. You must have the proper requisites, which are listed in the section Supplenze estero.

In order to be able to teach abroad (in certified Italian State-run schools, European schools, bilingual schools, Italian departments of foreign schools, Italian language courses for Italian communities abroad and lecturers at foreign universities) you must have been a contract teacher in an Italian school for at least two years. You must have passed foreign language proficiency tests and have specific requirements. The language tests are held approximately every three years. Linguistic certification along with assessment of cultural, professional and service credentials, leads to inclusion on a waiting list, which is updated on the basis of successive language proficiency tests. Certification is valid for 9 years. Service abroad has a duration of 5 years, and is renewable twice with an obligatory 3-year period in Italy at each interval.
