Ricardo Antonio Merlo was born in Buenos Aires – Argentina, on May 25, 1962.
Graduated in Political Sciences at the University of Salvador (Buenos Aires), he then completed his studies in Italy at the University of Padua, Faculty of Political Science, Law and Economics, Program of the European Community policy.
