Human Rights – European Court, reform on a human scale

Anyone can contribute to reform of the European Court of Human Rights. The European Council panel of experts has issued an open call for contributions with the aim of collecting proposals and opinions on reform of the European Convention and Court of Human Rights.


Open to all



Following the Declaration of Brighton in April 2012, the initiative is open to all and intends to encourage the active participation of experts and civil society in the debate under way on the future of the Strasburg system.


Contributions will initially be reviewed by a panel of experts appointed by European Council Member State governments and external and independent experts. The authors of the most interesting proposals may later be invited to make further contributions, also by participating in the group’s meetings.


Deadline 27 January 2014



The results will be gathered into a report that the Steering Committee for Human Rights (CDDH) will submit to the Committee of Ministers of the Council of Europe in April 2015.
