The text of the following statement was released by the Government of Italy, the Government of the United States of America, the Government of Morocco, and the Government of Niger, on the occasion of the Global Coalition to Defeat ISIS Africa Focus Group Meeting.
Upon invitation of the Republic of Niger, the Global Coalition to Defeat ISIS Africa Focus Group co-chairs, Italy, Morocco, Niger, and the United States met on October 26 in Niamey. This was the first meeting of the Africa Focus Group in the region of sub-Saharan Africa since its establishment in December 2021.
The Africa Focus Group is African-led and is a collaborative, civilian led counterterrorism effort that draws upon the Defeat ISIS Coalition’s experiences in Iraq and Syria and adapts them to counter specific ISIS and other terrorist group affiliates in the region. The Group is uniquely positioned to enhance the fight against ISIS and other terrorist groups in Africa, by engaging with African members, coordinating with other regional and multilateral entities on existing initiatives and with the Defeat ISIS Coalition working groups on countering ISIS terrorism financing, furthering stabilization efforts in liberated areas, deterring foreign terrorist fighter flows, and countering ISIS violent extremist messaging to vulnerable populations.
In Niamey, the Africa Focus Group co-chairs recognized the importance of supporting African efforts in the fight against terrorism at the national and sub regional levels, enhancing African ownership of counterterrorism initiatives and policies, and reinforcing counterterrorism capacity building efforts through a comprehensive approach addressing security and development.
The co-chairs focused on the efficacy of members’ counterterrorism programs by identifying overlapping efforts and resources and potential geographic and programmatic gaps. They shared assessments on the threat of ISIS and other terrorist organizations on the African continent and ways to coordinate and collaborate on effective and efficient methods to combat violent extremism through proactive information sharing and border management, as well as stabilization and deradicalization projects with the involvement of civil society.
The Co-Chairs agreed that the Global Coalition to Defeat ISIS remains committed to confronting and defeating ISIS in Africa and elsewhere in the world where it operates.

La seguente dichiarazione è stata rilasciata dal Governo italiano, dal Governo degli Stati Uniti d’America, dal Governo del Marocco e dal Governo del Niger, in occasione della riunione dell’Africa Focus Group nell’ambito della Coalizione Globale anti-ISI.
Su invito della Repubblica del Niger, i co-presidenti dell’Africa Focus Group della Coalizione Globale anti-ISIS, Italia, Marocco, Niger e Stati Uniti, si sono incontrati il 26 ottobre a Niamey. Si è trattato della prima riunione dell’Africa Focus Group nella regione dell’Africa sub-sahariana dalla sua istituzione nel dicembre 2021.
L’Africa Focus Group è a guida africana e rappresenta uno sforzo collaborativo a guida civile di contrasto al terrorismo, che attinge alle esperienze della Coalizione anti-ISIS in Iraq e in Siria adattandole per lottare contro specifici gruppi ISIS e altri gruppi terroristici affiliati nella regione. Il Gruppo è in una posizione unica per rafforzare la lotta contro l’ISIS ed altri gruppi terroristici in Africa impegnandosi con i membri africani, coordinandosi con altre entità regionali e multilaterali sulle iniziative esistenti e con i gruppi di lavoro della Coalizione anti-ISIS per contrastare il finanziamento al terrorismo dell’ISIS, promuovere ulteriormente gli sforzi di stabilizzazione delle aree liberate, contrastare i flussi di combattenti terroristi stranieri e combattere i messaggi estremisti violenti che l’ISIS dirige alle popolazioni vulnerabili.
A Niamey, i co-presidenti dell’Africa Focus Group hanno riconosciuto l’importanza di sostenere gli sforzi africani nella lotta al terrorismo a livello nazionale e subregionale, di potenziare la titolarità africana delle iniziative e delle politiche antiterrorismo e di rafforzare gli sforzi di capacity building volti a contrastare il terrorismo attraverso un approccio globale che si occupi di sicurezza e sviluppo.
I co-presidenti hanno discusso dell’efficacia dei programmi antiterrorismo dei Paesi membri, individuando una sovrapposizione di sforzi e di risorse e potenziali lacune geografiche e programmatiche. Hanno condiviso valutazioni sulla minaccia dell’ISIS e di altre organizzazioni terroristiche nel continente africano e sui modi per coordinare e collaborare a metodi efficaci ed efficienti per combattere l’estremismo violento attraverso la condivisione proattiva delle informazioni e la gestione delle frontiere, nonché progetti di stabilizzazione e di deradicalizzazione che vedano il coinvolgimento della società civile.
I co-presidenti hanno convenuto che la Coalizione Globale anti-ISIS continui ad essere impegnata nel combattere e sconfiggere l’ISIS in Africa e dovunque esso operi nel mondo.
